Agency Law. HD is the Principal and all subcontractors fulfilling sales contracts entered into by the Principal are agents to the Principal.
Liability flows through the agent to the Principal. HD is responsible under the Consumer Protection Act. You can go directly to the cabinet maker for satisfaction but they can ignore you because they are the agents. HD would benefit if you did because any business you conduct with the agent ,not authorized by the Principal will invalidate your original sales contract and free HD from liability.
That is why they try to send you to the manufacturer rather then dealing with it as the Principal should. Reminding HD of this will change their tone immediately.

This is nice to know. I'm in a battle with HD over defective/damaged/poor quality cabinets and they refuse a return and it seems they are trying to make me submit to repair guys and refinishers.
I feel that's unacceptable and filed a lawsuit against HD and not the cabinet manufacturer. I'm looking forward to my court date.
HD kitchens are truly horrible would never recommend. Better off using an online company.
